Won’t the louvers start feeling too repetitive after some time?

You do notice the repetition in the beginning. After a while, it turns into more of a background rhythm. It stops feeling like individual lines and becomes part of the living room wall design.

Can both sides work independently, or do they need each other?

They can work alone, but together they create contrast. Without that, each side feels a bit incomplete from an interior wall design perspective.

Why is the TV placed on the plain side instead of the louver panel?

If it were on the louver side, it would compete with the vertical lines. On the plain side, it feels more settled within the overall wall inside design.

Does this design restrict furniture placement?

A little. The wall already has a strong direction, so furniture usually needs to align with it instead of going randomly.
